Letter of Intent to Bid Deadline

National-Member Societies wishing to bid must submit their formal Letter of Intent to Bid to the IAPD Secretary-General (Anna Maria Vierrou) no later than 2 December 2026 23:59 CET. The letter should be submitted using this form.

Bid Documents Sent to Eligible Societies

All National-Member Societies that submitted a Letter of Intent to Bid will receive the IAPD Congress Guidelines, official Bid Submission Form, submission instructions, and copies of the IAPD Constitution, By-Laws and Standing Orders.

In-Person Council Presentation and Final Decision

The winning National-Member Society whose Bid has been recommended by the CSS&C Committee and endorsed by the IAPD Board will present the selected Bid to Council in Osaka, Japan, before the final decision is ratified by majority vote. Official documents are signed on site once the decision is fully ratified.

Summary of Bidding Process

  • The National-Member Society sends a ‘letter of intent to Bid’ to the Secretary-General, no later than 2 December 2026.
  • On 3 December 2026, all National-Member Societies that have submitted a Letter of Intent to Bid will receive the IAPD Congress Guidelines, the official Bid Submission Form, details regarding where and how to submit the full Bid, and copies of the IAPD Constitution, By-Laws and Standing Orders.
  • These documents should be studied carefully while preparing the full Bid. It is important that the latter mentioned documents are studied carefully by the President, Secretary and Council Committee of the National-Member Society, and later by the appointed Congress Chairperson and Members of the Organizing Committee.
  • The National-Member Society prepares and submits its Bid to the Secretary General of IAPD in the approved format, with a copy to the Chair of the CSS&C Committee. The deadline for the reception of Bids by the Secretariat is 2 March 2027 at 23:59 CET. Bids will be submitted via an online form.
  • On acceptance of the completed Bid by the Chair of the CSS&C Committee, the National-Member Society will be required to agree to a statement that they have read, and accepted the terms and conditions stated in the Guidelines online. This will be a simple field in the online submission form due on 2 March.
  • The Chair of CSS&C Committee assesses the Bid. Should there be any incomplete or missing information the Committee Chair will contact the National Member-Society and suggest changes or improvements which could or should be made to the Bid documents.
  • The National Member-Society will then submit the updated Bid documents which will be reassessed as above and, if satisfactory, passed to the other CSS&C Committee members.
  • Once the Bid has been accepted, an official delegation from the National Member Society will be invited to present the Bid to the CSS&C Committee online via Zoom.
  • Instructions will be sent to eligible bidding National-Member Societies six weeks prior to the upcoming IAPD Congress, (in the week starting 19 April 2027), with details of the date, time, Zoom access details and requirements for their “Bid Presentation” to the CSS&C Committee.
  • The bid presentations will take place online prior to the IAPD Biennial Congress in Osaka, Japan.
  • The online presentation must be made by the Chair of the Congress assisted by another high officer of the proposed Local Organising Committee (LOC) or any other representative (for example, a representative from the City’s Convention Bureau). Any additional officers are also welcome.
  • After the online meetings, the CSS&C Chair presents to the Board of IAPD the decision of the committee. If the decision is ratified by the Board, the successful National-Member Society will be notified accordingly by the IAPD Secretary General.
  • The Council of IAPD makes the final decision on the winning Bid recommended by the CSS&C Committee and endorsed by the IAPD Board.
  • The decision is ratified by a majority vote of delegates attending the Council Meeting.
  • The National-Member Society whose Bid has been recommended by the CSS&C Committee and endorsed by the IAPD Board will be invited to present the selected Congress Bid to the Council members in Osaka, Japan. This presentation is made to the Council on 2 June before the final decision is ratified.

  • The National-Member Society submitting the Bid should therefore ensure that its official delegate and/or alternate attending the Council Meeting are prepared to present the Bid to Council, should their society be selected as the winner.

  • If the proposed Congress Chair is not attending the Council Meeting as the official delegate or alternate, the Congress Chair will be welcome to attend the relevant part of the Council Meeting as an observer, in order to present the Bid on behalf of the selected National-Member Society.
  • The Representative of the selected Bid (be it the president or the Congress chair) will then be required to sign a general and financial agreement with the Secretary General and the Chair of the Congress Site Selection & Coordination Committee of IAPD on behalf of the Board of Directors, immediately following ratification of appointment by the Council (2 June 2027).
  • The Chair of the CSS&C Committee will keep in close contact with the Chair of the Congress and act as a coordinator between the Organising Committee of the Host National-Member Society and the Board of Directors of IAPD.
  • Regular verbal and written reports will be required from the Host Nation Organising Committee to be presented to the Board.
  • At the Interim Board Meeting held in the year before the Congress, the Chair and/or the Secretary General of the Organising Committee must be available to present in person to the Board of Directors a detailed report of all details and matters relating to the forthcoming Congress.
